Open your Chrome browser as normal.
On the right corner you will see three small bars, click on it and a menu will open.
Click on the word History to get to the next step, it is laid out in a normal manner. Once you get to the menu section everything is self explanitory.
Click on the box that says Clear browsing data

on most cases the dialog will ask if you just want to remove history and cookies from a specific day or if it says from beginning of time accept and continue.
Beginning of time indicates from the beginning of using Chrome not before Dinosaurs and creation.
In most cases if you are trying to connect to the internet and a page opens up but when you try to move to another webpage the connection is not there anymore, most likely the connection was never established. The webpage that opens is cached on the laptop or desktop and it seems like you connected to the internet, but did not. Thus you empty History and Browsing Data to verify a connection is initially made.
